Faculty & Staff Permit Types, Rates & Purchases

Parking permit rates for faculty and staff are determined by the previous year's salary. For new hires, the permit rate is determined by the anticipated salary.

Permits for faculty and staff are based on annual pay and are prorated monthly. Rate tiers are determined by the prior year's salary.

Refunds are not available for weekly and monthly permits. Weekly/monthly permits expire seven calendar days/30 calendar days from the date of purchase.

The refund period for annual permits for 2025/2026 ends on the last business day of March 2026.  No refunds will be issued for 2024/2025 yearly permits after the previous business day of March 2025. To request a permit cancellation, submit the Parking Permit Exchange/Cancellation Request.

Payment Options for Faculty/Staff

This option is available to all regular non-contingent employees who choose to enroll.  A pre-determined amount is deducted from bi-weekly pay throughout the year instead of paying for the permit in full at the time of purchase. Please note: For the current academic year, the bi-weekly deductions above apply to 2025/2026 annual licenses only. 

Those who were enrolled in Payroll Deduction for the 2024/2025 academic year will automatically be enrolled in the payroll deduction for the 2025/2026 academic year. Please ensure to select "Payroll Deduction" upon checkout when you purchase your parking permit.  Selecting this payment option authorizes parking to be deducted from your pay.

Permits should be purchased online through .  Select "Payroll Deduction" as the payment method. Open enrollment for payroll deduction will be between August 11, 2025 - April 3, 2026.

This option is available to all regular and contingent employees who choose to enroll. 

In addition, permits purchased for the 2025/2026 academic year will be made in four consecutive, equal monthly payments within a specific time frame instead of purchasing the permit in full at the time of purchase. Open enrollment for faculty and staff members will be between August 11, 2025, and February 6, 2026.  

Those wishing to remain in the program must re-enroll. Rollover is not automatic.  Permits should be purchased online through . Select "Installment Plan" as the payment method.  Selecting a payment option means agreeing to the conditions of the payment method.

The first installment payment must be made within five business days of permit purchase if paying with cash or check. If paying with a credit/debit card, the first installment must be paid in accordance with the payment schedule on the . 

This payment method is an available option for all regular and contingent employees to choose. The purchase is made online through and paid for in person at Auxiliary Services Business Office (ASBO) using Visa, Master Card, Discover, cash, check/money order or One Card Doc Dollars. ASBO is located in Suite 309 on the 3rd level of the West Village Commons building.

When purchasing online, select "In-Person Payment" as the payment method. Permit must be paid for within five business days or the first day of fall term classes (whichever is later). All payments must be made in person at the ASBO office.

Graduate Assistants eligible for a Faculty/Staff parking permit do not qualify for the payroll deduction or installment payment plan options.  Payment options available are In-Person or credit card.

Types of Permits for Faculty/Staff

Regular, full-time faculty and staff, contingent faculty, Emeritus faculty, retired staff, partner company employees, temporary employees, and volunteers are eligible to purchase Faculty/Staff permits.  Permits are valid in all Faculty/Staff and Overflow areas at all times as well as Core areas after 3 p.m. Permits are not valid in General Services or Public Safety parking areas.

Permits are issued for General Services employees only. These permits are currently valid in Lot 13. The permit is not valid in Public Safety areas.  Regular Faculty/Staff permits are not valid in General Services areas.  General Services permits are valid in Faculty/Staff and Overflow areas at all times and Core areas after 3:00 p.m. 

Permits are usually issued to Towson University Police personnel and employees only.  These permits are currently valid in Lot 12 and are not valid in General Services areas.  Regular Faculty/Staff permits are not valid in Public Safety areas.  Public Safety permits are valid in all Faculty/Staff and Overflow areas at all times and Core areas after 3:00 p.m.

Full-time Resident Life Coordinators are eligible to purchase a Resident Life permit which is valid in designated Resident Life parking spaces next to dorms and housing buildings on campus. Resident Life Assistants are not eligible to park in Resident Life spaces on campus. Resident Life permits are valid in all Faculty/Staff and Overflow areas at all times as well as Core areas after 3:00 p.m.

51AVemployees assigned to 401 Washington and the StarTUp at the Armory may request approval for a permit at the 28 Allegheny Garage. Gate cards are assigned to individuals once they are approved. Those approved will need to purchase and pay for a 51AVpermit and set up an account with the 28 Allegheny Garage. The garage is managed and operated by Mid-Atlantic Properties. Stadium Lots Weekly or Monthly Permit (maximum of two monthly permits within an academic year). Check your account for current pricing.  Permits are valid in the Stadium Lot Overflow areas near SECU Arena and Johnny Unitas Stadium that say “All 51AVPermits Valid”.  These permits are also valid in Core areas after 3:00 p.m. and in Faculty/Staff areas after posted hours of restriction. No refunds for weekly or monthly parking permits.

Partner Company Permits

Food Services, Cleaning, Hotel, etc. Employees of partner companies that have long term service contracts with the university may purchase Faculty/Staff parking permits.  Permit rates are based on the employee’s compensation from the previous year or, for new employees, anticipated compensation for the upcoming year.  Partner employees may purchase permits by making full payment at the time of purchase.

Partner employees must coordinate with the appropriate 51AVcontact or their group's HR coordinator to make arrangements for an annual parking permit before purchasing their permit through the eParking portal, if applicable. If a permit is not purchased, partner Employees must purchase visitor parking through the ParkMobile App.

Employees of construction companies with long-term contracts with the University may purchase a Construction Worker Permit if approved through the eParking Portal.  These permits are currently valid in Lot 5. Construction workers approved for parking should have their on campus contact complete the applicable 51AVProject Construction Sub-Contractor Parking Permit Request provided by Parking & Transportation Services.

Vendors who are occasionally on campus may purchase a Vendor Permit if approved by Parking & Transportation Services office.  These permits are valid in Vendor spaces, Faculty/Staff Areas, Core Areas, Resident Areas, and Overflow Areas. Vendors should have their on-campus contact complete and submit the 51AVNon-Affiliate Parking Permit Request Form.

Temporary employees are required to purchase a permit or park their vehicle in a designated visitor area and pay the prevailing rate through ParkMobile. Department funds and department visitor codes may NOT be used to purchase permits for temporary state employees. 

Departments utilizing an employee from a staffing agency may use department funds to purchase a permit for that individual if they are temporarily assigned to the campus and are receiving pay through an employment agency.  Appropriate documentation of employment status must be provided to Parking & Transportation Services.

Volunteers providing services to the university who do not receive any compensation (including pay or class credits) are required to purchase a permit or park in a designated visitor area and pay the prevailing rate through ParkMobile.  Volunteers can purchase Faculty/Staff permits at the lowest available rate. 

Department funds may be used to purchase Volunteer Permits.  The volunteer's on campus contact must complete and submit the 51AVNon Affiliate Parking Permit Request Form.

Faculty and staff who have retired from the university and have no other current affiliation (i.e, working or taking classes) are eligible to obtain a free Faculty/Staff permit.  You will need to complete the Retired Employee application and submit it to uPark@towson.edu before accessing the eParking Portal to obtain your parking permit online. To be eligible for a free retired faculty/staff permit, an application must be submitted in early August each year.

The permit is valid in designated Faculty/Staff areas on campus (designated by red/black signs) and in overflow areas at the Stadium lots near SECU Arena/Johnny Unitas Stadium. The permit is also valid in Core areas after 3:00 p.m.  

Individuals who do not wish to purchase a permit may park in designated visitor areas and pay the prevailing rate through the ParkMobile App.

Annual Permit Refunds

  • Refund Deadline: Last business day of March 2026
  • Annual permits for Fall 2025/Spring 2026 can be cancelled for a prorated refund through March 31, 2026
  • Submit the to process your refund
  • No refunds will be issued after the March 2026 deadline

Important Refund Notes

  • Daily, weekly, and monthly permits are NOT eligible for refunds
  • Payroll deduction users: Visit the Ticket Office, OneCard Office, or Business Office pages to complete the cancellation form
  • Upon employment termination, you must cancel both payroll deduction AND your parking permit
